Smaller checks arrive for VI government employees

ST. THOMAS - Thursday was pay day for government workers, and it was the first time many got a look at exactly what an 8 percent salary cut will mean to their bank accounts.

In the shaded parking lot below Alexander Farrelly Justice Center, V.I. Bureau of Corrections officer Ralph Francis Jr. and his supervisor, Sgt. James Gross Jr., stood watch over the government vehicles parked there.

While neither man had seen their latest pay stubs, both said they were not looking forward to the experience.

"I make under $40,000, and I'm on the job 22 years," Francis said.

Both men said the cuts come after seven years without pay increases.

"It's uncomfortable," Gross said.

"Come on," added Francis. "How do you expect me to live? I can't eat. I can't plan. I can't vacation."

Other employees seemed resigned to their fate.

"I don't like it, but you just have to continue as usual," said government employee Daril Scott, who did not want to identify which agency he works for because he feared being fired.

He said while it is a burden, he would rather have pay cuts than have people sent home.

The pay cut - which the government says was implemented to keep the government solvent and prevent employees from losing their jobs completely - affects all government employees in the legislative and executive branches, including the governor, lieutenant governor and all 15 senators.

It does not include autonomous agencies, such as the V.I. Port Authority and the V.I. Water and Power Authority.

The pay cut also does not affect the judicial branch. Because the judiciary is a co-equal branch of government, the Senate cannot dictate its operating practices. Act 7261 - which established the pay cuts to close the projected $17.4 million budget deficit for Fiscal Year 2011 - gives the judiciary the discretion to voluntarily cut salaries by 8 percent, or find other ways to cut their budget by an equal amount.

The pay cuts were the Senate's answer to Gov. John deJongh Jr.'s announcement that he would dismiss more than 600 employees by the end of the fiscal year - Sept. 30 - and about 800 employees in FY 2012 to close the budget deficit.

Many people were afraid to talk to The Daily News about their pay cuts Thursday, some stating that they feared retribution at work and others who simply refused to talk about the issue at all.
