Details of Hanford drowning tragedy emerge

The brother and sister who drowned in a backyard swimming incident in Hanford Friday afternoon have been identified as Brennen and Rylie Frank.

The children of Jason and Lana Frank died after Rylie, 7, got trapped in a pool cover she had brought into an inflatable pool to play with. Brennen, her 8-year-old brother, apparently tried to save her and instead succumbed.

The accident happened in the back yard of a small 4-unit apartment complex in the 1000 block of North White Street. Jason Frank said the kids were out swimming and wanted their mother to come in with them. She went inside to change and told her son, Blake Harris, 18, a half-brother to the children visiting for the summer from Arizona, to watch the kids.

The children were left alone for just a few minutes before Blake discovered Brennen floating in the pool and pulled him out and started to perform CPR. Rylie was discovered wrapped in the cover and was also pulled out. Neither was breathing. Screams for help from Lana Frank were answered by a young girl who lived nearby. She hopped the back fence to help, and paramedics and police officers arrived at 12:38 p.m. Friday and took over efforts to resuscitate the children.

The children were transported to Adventist Medical Center, where they were pronounced dead. Jason Frank, called at work, said he was told the emergency personnel continued to do CPR and use EKG pads on the two children for about 45 minutes in an attempt to revive them. He said a doctor told him that Rylie did have an irregular heartbeat at some point, but Brennen did not.

Frank said the two children were honor students at Lee Richmond Elementary School. Brennen would have been a fourth grader in the fall, while Rylie, who had just turned 7, was about to enter the second grade.

Frank said Rylie liked Sponge Bob and playing. "She was all attitude," he said. "She epitomized what you think about with red hair and blue eyes. She was amazing."

Brennen was a big fan of Pokemon and Yu-Gi-Oh cards and was a regular most Saturdays at a downtown card exchange session.

"They are the best kids I could ever have," said Frank. "Someone can understand losing one kid, but not both."

Hanford police are continuing to investigate the incident.

"The kids were by themselves and they had been swimming by themselves all summer," said Hanford Police Chief Carlos Mestas. "Neighbors have told us they had. And they were old enough. The water was only 2 feet deep.
