Budget fixes threaten housing recovery



It seems to be popular in Washington these days to put a target on the housing market and start taking potshots. There are several proposed bills that are floating around the halls of Congress, ranging from QRM (Qualified Residential Mortgage) requirements to doing away with the mortgage interest deduction.

As a Realtor and homeowner, I'm asking that we take an Oklahoma approach to the changes in the housing market by examining the ramifications of our actions before we make a drastic decision.

Let's look at the QRM bill, which would make it necessary for everyone getting a residential loan to put down 20 percent of the cost of the house. In Oklahoma, the average price of a home sold in the past 12 months is $152,380, which would mean a down payment of $30,476.

That is a lot of money in a state where the median household income is $41,861. With 20 percent down, the National Association of Realtors estimates that it would take a frugal family more than 14 years to accrue the savings needed to buy a home.

So what happens next? Without that first-time home buyer moving into the market, nobody moves up. It could literally bring the housing market to a standstill. That in turn would bring the economy crashing down because when a home is sold, the "ripple effect" means jobs for attorneys, title companies, movers, home improvement stores, landscapers, decorators, furniture stores, painters, plumbers and more. According to the association, for every two homes sold, one full-time private sector job is created.

And if you already own a home, you need to know that Congress is looking directly at you to help solve the national deficit issues. Think back to this year's tax return. Did you deduct the interest paid on your mortgage? For three-fourths of all taxpayers, that is a $1,000-plus earned tax credit of homeownership.

Homeowners pay from 80 percent to 90 percent of all federal income taxes, and yet current proposals would do away with this vital deduction.

Understandably, Washington is trying to cut the deficit, but is this the best way? Without the mortgage interest deduction, homes become more expensive, property values go down and local taxes have to be raised (or services cut) to make up the shortfall.

In the long run, is it better to save a little today at the cost of tomorrow? Any bill that undermines the stability of the housing market will not benefit the economy.
