3rd-graders who fail reading FCAT not held back -- despite state rule
Third grade is no easy assignment. By the end of the school year, students are supposed to be able to read on their own.
They're supposed to be able to understand words, reading sentences, paragraphs and stories 500 words or longer with no help.
But if you take the scores on the FCAT as a good assessment of what kids know, 18 percent of the county's third-graders might not be able do that.
According to scores on this year's FCAT, about 2,400 county third-graders might not be able to sound out new words or parse their meanings. They might not be able to answer questions about the main idea of a story or talk about the main characters.
Still, by next fall, a high proportion of them will move on to fourth grade, despite a state rule that says kids who fail the third-grade reading FCAT have to repeat the grade.
Last year, more than 70 percent of county third-graders who scored a level 1 out of 5 on the reading FCAT were promoted to fourth grade . That percentage has risen in the years since the state enacted the third-grade retention rule for the 2002-03 school year.
The key is a number of loopholes that districts have at their disposal to get around the grade-retention rule.
Between now and August, the district will work with hundreds of students during a summer reading program, give them an alternative test and complete portfolios to try to qualify the students for state-sanctioned "good cause exemptions." The district uses the state's criteria to determine if the student has met one of the good cause exemptions for promotion to fourth grade.
Among the options available to allow kids who failed the reading FCAT to be promoted to fourth grade:
Students can show an acceptable level of performance on certain alternative standardized reading assessments. Students can use a teacher-developed academic portfolio to show that they can read at a sufficient level to move on to fourth grade. Students who have been retained twice before during their years in school and have had an intensive remediation for two years can be promoted. Limited English-proficient students who have had less than two years of English for Speakers of Other Languages instruction and certain exceptional education students with disabilities also can be exempted from being held back if they fail the FCAT."Even the state recognizes that just because a child fails the FCAT does not mean they need to be retained," said Connie Tuman-Rugg, the district's assistant superintendent for curriculum.
