Oceanside residents fighting to keep rent control
— Oceanside residents bent on blocking an ordinance that would remove rent protection for some owners of mobile homes are expected to file a petition Thursday with thousands more signatures than required to possibly send the city law to a public vote.Across the state, mobile home park owners and the residents who live in the parks, often owning their homes but not the land beneath them, are battling one another in the chambers of state legislatures, city councils and the courts.
In recent months, those interests of park owners, who say they want to realize the full value of their property, and mobile homeowners, who say they are somewhat trapped because it would be difficult and costly to move their homes, have come to the fore of public debate in Oceanside City Hall.
Several other cities in the region have some form of rent control, including Escondido, San Marcos, Santee and Chula Vista.
In 2008 California voters rejected Proposition 98, which would have phased out rent control. Efforts similar to what’s going on in Oceanside are afoot throughout the state.
“Our goal is to secure a fair rate of return for park owners,” said Sheila Dey, executive director of Western Manufactured Housing Communities Association, which supports park owners. “I would say that we’re making slow progress.”
Tim Sheahan, regional vice president of the Golden State Manufactured Home Owners League, Inc., representing park residents, said what happens in Oceanside could have ramifications beyond its borders.
“There is a potential domino effect,” Sheahan said. “If the park owners are successful at wiping out rent protection in Oceanside they will be emboldened to go to other cities.”
In Oceanside, rent control limits park owners to increasing space rent at 75 percent of the consumer price index per year. It has been in effect since 1984.
A sharply divided City Council in May approved a city law that would maintain rent control for those who now rent spaces, but allows in most cases park owners charge as they see fit when homes change hands, called vacancy decontrol.
Councilmen Jerome Kern, Gary Felien and Jack Feller supported ending rent control, and Jim Wood and Councilwoman Esther Sanchez opposed it.
In their fight against vacancy decontrol , residents and community groups say they have gathered more than 10,000 signatures so far. It would take 7,670 signatures of registered Oceanside voters to force the City Council to either reverse the May vote or put the measure before voters, which could cost as little as $30,000 or as much as $575,000.
