Opportunity open for new home buyers

Luke Burroughs, of White Oak, and his fiancée Kathryn will be getting married in July. Their decision to build a future together has created a whirlwind of planning and decision-making. The wedding plans alone have consumed countless hours of consideration and debate. But aside from the wedding, Luke and Kathryn will tell you the most important decision they've had to face so far is the one of housing.

Luke says, "Renting was an option for us, but when we thought about paying rent and not building any equity for the future, plus the low interest rates, home prices, and sellers willing to negotiate, buying a home was the better choice for us. With Mike's help we found our perfect home and purchased it at a price we can afford."

Luke and Kathryn's story is typical for home buyers today. The unusual combination of home prices, low mortgage interest rates, attractive inventory, and motivated sellers has created an extraordinary window of opportunity. But if you're waiting for housing prices to fall further and interest rates to go lower before you buy, you may be running the risk of finding the window of opportunity closed when you're ready to make the move. Economists and industry analysts all agree that any further significant declines in home prices and mortgage interest rates are unlikely.

And there is a bigger threat looming for prospective home buyers - the Qualified Residential Mortgage (QRM); a by-product of the Dodd-Frank Wall Street Reform and Consumer Protection Act signed into law July 21, 2010. One proposed QRM definition would require a minimum 20 percent down payment on any home purchase - a requirement that would make it very difficult for most first-time home buyers and middle-class Americans to ever pursue the American Dream of owning their own home.

The National Association of REALTORS (NAR) believes this regulation will not only affect buyers, but will also hinder the ability of home owners to sell their homes, since there would be far fewer buyers who could qualify for home ownership. NAR is currently working to persuade federal regulators to develop a QRM exemption that includes a range of traditionally safe, well-underwritten loan products such as 30-year, 15-year, and 10-year fixed-rate loans and ARMs for future home buyers.

The jury is still out on QRM, but Realtors across the country are working with state and federal legislators to ensure the interpretation encourages sound lending practices that support a housing recovery, attract private capital and reduce future defaults without punishing responsible borrowers and lenders.
